SILVER SPRINGS, Nev.—A gentle breeze swirled tumbleweeds among the ruins of Fort Churchill, once the most important military outpost between Salt Lake City and Sacramento. Adobe ruins of living quarters and other buildings dot the sagebrushed landscape in an area of Western Nevada known for its ruggedness and rustic beauty.
