Categorical exclusion for Baker Water and Sewer GID

The Nevada Division of Environmental Protection (NDEP), as designated by the US Environmental Protection Agency, is the lead agency for proposed projects funded by the Drinking Water State Revolving Fund (DWSRF) program for the State of Nevada. The DWSRF loan applicant, Baker Water & Sewer General Improvement District (GID), has applied for funding for the replacement of approximately 90 saddle-taps in their system.

In a one-month time frame, four saddle-taps failed which resulted in the loss of thousands of gallons of water and loss of service for several residents. The failure was the direct result of corrosion of U-bolts that occurred over time and caused leakage and damage to the saddle-tap. There are approximately 90 saddle-taps remaining that were installed 30 years ago and could fail at any time. The project consists of replacing the remaining aging saddle taps in the Baker Water & Sewer GID drinking water distribution system and any other related, minor repair needs identified during this project undertaking. A brief evaluation of alternatives was conducted resulting in no feasible alternatives to the chosen project.

The Nevada Administrative Code (NAC), in Sections NAC 445A.6758 to 445A.67612, inclusive, outlines the environmental review procedures to be followed by the NDEP to be consistent with the requirements of the National Environmental Policy Act. The upgrade and rehabilitation project qualifies for a Categorical Exclusion under NAC 445A.67583. As specified in NAC 445A.67583 (2), the project qualifies for a Categorical Exclusion because as it is (b) The replacement of equipment or structures. A significant negative effect on the quality of the environment by this project is unlikely.
